    THAT the Fraser Valley Regional District Board authorize its signatories to execute a five-year contract to Valley Waste & Recycling Ltd. for the provision of standardized carts and the curbside collection of residential waste, recycling and organic waste with a value of $1,067,419.00 plus applicable taxes over a five-year period;

    AND THAT the Fraser Valley Regional District Board direct staff to prepare for the Board’s consideration an amendment to the Fraser Valley Regional District 2025-2029 Financial Plan Bylaw No. 1769, 2025 to include an Additional Electoral Area Service Amendment.

    THAT the Fraser Valley Regional District Board authorize its signatories to execute a contract with Jakes Construction Ltd for the amount of $1,986,456.20 for the construction of the shoreline protection works at Athey Rd;

    AND THAT the FVRD Board authorize its signatories to execute a sole-sourced purchasing contract with the Fraser Valley Watersheds Coalition for the amount of $984,859.80 for the required riparian restoration work and long-term effectiveness monitoring;

    AND FURTHER THAT the FVRD Board authorize its signatories to execute an agreement with Fisheries and Oceans Canada and to provide them with Letters of Credit of $150,000 for a 10 year term and $800,000 to be held until the completion of the riparian restoration works;

    AND FINALLY THAT the FVRD Board authorize its signatories to execute an agreement with the Nicomen Island Improvement District for these works.

    THAT the Fraser Valley Regional District Board Chair send a letter to the Province of BC Minister of Environment & Parks expressing gratitude for undertaking works to recover from the 2021 atmospheric river event which caused debris floods, flooding, avulsion at Lorenzetta Creek and in other locations in the region;

    AND FURTHER THAT the FVRD Board decline the transfer to FVRD of Water Sustainability Act permit and Fisheries Act authorization issued to the Province of BC for the Lorenzetta Creek Recovery Works undertaken by the Province of BC;

    AND FINALLY THAT the FVRD Board direct staff to explore the potential for FVRD or potentially a third party to provide contract-based services limited to monitoring and reporting on the performance of the Lorenzetta Creek Recovery Works without accepting transfer of Fisheries Act and Water Sustainability Act authorizations.
